Hold Don is an infamous gangster who operates in the Tri State Area and specializes in trafficking narcotics and alcoholic beverages of the exotic variety, with little regard for the people or environments he swindles. His pride and ego has caused him to try and heist from progressively more coveted and protected areas to sell their resources on the Black Market, making him an enemy of the protectors of Pearberry Island.
