ꙮ, (also known as Multiocular O (also also known as U+A66E)) is a unicode character based on a doodle in a single manuscript. It is used to write "серафими многоꙮчитїи" which roughly means "many-eyed seraphim" meaning this is a beautiful angel with a lot of eyes.
