I'm pretty sure this is about NoCopyrightSounds, who i think is a publishing label focused on EDM. Technically the name is inaccurate for reasons I don't remember, but copyright as a whole Is A Fuck and functionally it's permissively licensed, which is how the internet got to where it is. Sharing music is cool and being willing to dedicate one's work to be freely put into new contexts and locations to contribute to untold many things is also really cool.
