The Holy Roman Empire is a German-language cover of the Roman Empire. It was created when the pope wanted to make some new emperors. It could've been Liy who ruled this massive entity with countless states in it, but in the end, Charlemagne was the first. The HRE's territory encompassed modern-day Italy, Poland, Germany, Croatia, Montenegro, Serbia, Bosnia and Herzegovina, Czechia, Hungary, Romania, Slovakia, and Ukraine.
