{{Random float|a|b}} returns a random number between a (1 by default) and b (0 by default), chosen (practically) uniformly.
Assuming a and b are finite numbers (and excluding weird edge cases involving very large inputs), it is always possible for a to be returned, but only for some inputs is it also possible for b to be returned.
Note that not specifying any arguments allows the parser to cache the result, and reuse it across invocations (see the first row of the test table).
Any valid expression usable in an {{#expr:}} can also be used as an argument.
